The new National Highways Fee (Amendment) Rules, 2026 introduce electronic notices (e-notices) for missed payments, doubling tolls for unpaid charges, and increase the annual FASTag pass to ₹3,075.
FASTag Rules 2026: Key Changes You Must Know Before Traveling
Here are the major updates under FASTag Rules 2026 that every highway commuter should know:
Cashless Mandatory: Cash transactions at toll plazas are set to be eliminated, with all payments made exclusively via FASTag or UPI.
Penalty for Missed Tolls: Vehicles that pass without paying will receive an e-notice via SMS or email.
Double Penalty Rule: If dues are not paid within 72 hours, the user must pay double the applicable user fee.
VAHAN System Integration: Unpaid dues beyond 15 days will be recorded in the VAHAN system, potentially causing issues with vehicle-related services.
Annual Pass Hike: The FASTag annual pass for private vehicles will increase to ₹3,075 for the financial year 2026–27.
Grievance Redressal: If a user is wrongly issued an e-notice, they have 72 hours to file a grievance through an online portal, and officials must resolve it within five days.

No More Cash at Toll Plazas? Here’s What Government Said
Highway commuters may no longer be able to pay cash at national highway toll plazas from April 1, 2026. The Ministry of Road Transport & Highways has stated that all user fee payments are likely to move to fully digital modes.
In an official statement dated February 20, the ministry confirmed that toll payments will be processed exclusively through FASTag or Unified Payments Interface (UPI) once the proposal is implemented.
This means carrying cash for toll payments may no longer be an option anywhere across India’s highway network.
FASTag Rules 2026: What This Means for Daily Commuters
With over 98% FASTag penetration already achieved, most highway users are currently paying toll electronically through RFID-enabled FASTags fixed on vehicles.
UPI payment options are also operational at toll plazas, offering an alternative digital payment method.
However, under FASTag Rules 2026, vehicles entering a toll plaza without a valid and working FASTag will not be able to pay in cash. As per existing rules, such vehicles are already charged twice the applicable user fee if they attempt cash payment.
Users paying via UPI are charged 1.25 times the user fee for their vehicle category.
